Lionel Bart's OLIVER! is based on the classic novel Oliver Twist by Charles Dickens. The musical opens in a London workhouse. It is mealtime and the orphan Oliver and the other workhouse boys are about to eat the one bowl of gruel they are allotted each day. Upon losing a bet, Oliver is chosen by the other boys to ask for more gruel. Mr. Bumble and Widow Corney who run the workhouse, are enraged by his boldness and Oliver is taken from the workhouse and sold to the undertakers, Mr. nd Mrs. Sowerberry.

After a fight with the Sowerberrys, Oliver escapes to the streets of London where he meets up with the Artful Dodger. Dodger, a young thief, takes Oliver to meet his leader, Fagin. Fagin runs a group of young pickpockets who exchange their pickings for food and a roof over their heads. During his stay, Oliver meets Nancy and Bill Sykes, two of Fagin's former protégés.

Oliver is caught on his first pickpocketing attempt. The victim, Mr. Brownlow, however befriends Oliver and takes him home. Fearing Oliver will expose their crime ring, Fagin and Bill Sykes force Nancy to get Oliver back. Nancy reluctantly complies but immediately regrets her decision. She conspires to return Oliver to Mr. Brownlow and is murdered by Bill Sykes for carrying out her plan. Bill Sykes, in turn, is killed by the police as he tries to escape with Oliver. Oliver is returned safely to Mr. Brownlow, where he lives happily ever after.
